Steve Douglas - Board Chairman.  My introduction to disasters was in California with a 1,000 year flood in 1964 when I was a college freshman, and my emergency response work began as a firefighter on a U.S. Forest Service helitack crew and then on the Humboldt Hotshot Crew, both in 1965.  I received a Bachelor’s degree in Geology from Humboldt State College at Arcata, California in 1970 and worked in most of the western states as an exploration and mining geologist for twelve years, primarily in New Mexico and Wyoming.  That experience culminated with my being Chief Geologist for Western Nuclear’s underground uranium mining operations in Wyoming.  I was also part of their volunteer ambulance crew, as a first-aid trained driver. 

A major downturn in the industry caused me to make a career change, which included getting a Masters degree in Urban & Regional Planning from the University of Illinois at Champaign-Urbana in 1984.  I moved to Pueblo County in 1985 and worked as a land use, environmental & economic development planner for the Pueblo County Department of Planning & Development through 1988.  During that time, on behalf of Pueblo County I applied my physical science and planning background to review and comment on national plans for the Chemical Stockpile Demilitarization Program.  (Over 8% of that original stockpile is in Pueblo County.)

On January 1, 1989, I became director of the newly formed Pueblo County Department of Public Safety & Operations (PS&O), which included all elements of the Pueblo Civil Defense Agency, the new Chemical Stockpile Emergency Preparedness Program, the task of establishing the Pueblo County Geographic Information System (GIS), and ongoing work regarding solid waste landfill siting and design.  In late 1989, in cooperation with Sheriff Corsentino, I and my staff merged the Civil Defense Search & Rescue Team, the Sheriff’s Wildland Fire Team and the Sheriff’s Dive Team under one organization and named it the Pueblo Emergency Response Teams (PERT).  Until my retirement December 31, 2008, I remained highly involved with PERT in general, was a Fire Team member for over 15 years and served as its Search & Rescue Team Leader from 1990 through 2008.

The department changed its name from PS&O to Emergency Management (DEM) to better reflect what it did, but its tasks stayed focused on all four phases of emergency management (mitigation, preparedness, response & recovery) from 1989 to 2008.  In the process, it built an emergency operations center (EOC) including traditional emergency management functions plus the communications center and GIS center.  I was the lead planner on that project. The department has used the EOC to serve routine as well as disaster needs.  DEM and all its functions were moved to the Pueblo County Sheriff’s Office August 1, 2008, forming the Emergency Services Bureau.  Management of the county’s E-911 communications center was added to the Bureau’s duties in October, 2008.  I served as the Bureau’s Director through its initial five months, until my retirement December 31, 2008.

Along the way, I have received extensive training in all phases of emergency management and am a Colorado certified emergency manager at the highest (gold) level.  I served as president of the Colorado Emergency Management Association, 1999-2004.  For the five years prior to my retirement I was chairman of the South All-Hazards Emergency Management Region’s Executive Committee and a member of the Pueblo County E-911 Authority Board.  I obtained grants for and managed the twelve million dollar Pueblo County Digital Trunked Radio Project 2005-2008.

After I retired, I found ways to continue working as a volunteer.  In 2009, I began working for the Mountain Park Environmental Center as a volunteer in the Pueblo Mountain Park (leading the forest stewardship & wildfire mitigation project, through which we have selectively thinned 100+ acres in the park) and as a State SAR Coordinator for the Colorado Search and Rescue Board.   In 2010, I became a member of the Beulah Ambulance District’s Board of Directors and currently serve as its Chairman.  I have been a home owner and resident in that District since 1992 and don’t plan on moving.  Home, family, friends and three volunteer jobs are enough to keep me busy and feeling productive.  I like that.

 

Anne Moulton - Board Secretary,  PTA, LLCC, RMT, NSCA-CPT, has an extensive background in body work, ranging from her history as a teacher and Director of Dance at the Sangre de Cristo Arts Center,  to her more recent work as a physical therapist assistant, NSCA certified personal trainer, and therapeutic massage practitioner.   She has been certified for five years to perform complete decongestive therapy for lymphedema and currently works both independently and with Institute for Total Rehabilitation.   Anne became an EMT in 1997 and served with Beulah EMS as a responder and officer, eventually becoming committed to creating a much needed Special District for our ambulance service.  After a couple of years off, she joined the Board of Directors for the Beulah Ambulance District and currently serves as secretary.

 

 

 

Travis Alee, Board Treasurer - was born and raised in the Beulah area and his family has a had a ranch here for over 60 years. He has been involved with the Beulah area his whole life. Travis went to school in Beulah and then earned a BS in Civil Engineering Technology. He worked for a surveying engineering firm for 8 years. After 3 years there he got a job on the City of Pueblo Fire Department. He has since been on the Fire Department for 14 years. Travis has his Professional Land surveyor License, and has run his own Company for the last 10 years. He has a degree in GIS, and also was a EMT basic for 7 years and now an EMT Intermediate for the last 7 years. Alee is certified and trained as a Hazardous Materials Technician, Ice Recue, High Angle, Low Angle, Swift Water Rescue, Confined Space and Rit/RICO.

 

 

Bob Thompson - Fund Raising Coordinator - Bob is a lifetime Beulah Resident.  He grew up in the Goodpasture area of Beulah, attending Beulah Schools and then South High School.  Bob attended the Southern Colorado State College in Pueblo.  Bob has been employed at Pine Drive Telephone Company since 2000.  Bob also serves on the Beulah Community Center Board, for many years with the Beulah Volunteer Fire Department, and the Parish Council of Our Lady of Lourdes Catholic Church.  He loves to relax by ranching, fishing, odd jobs, and of course visiting with people.  Bob has always tried to do what is best for the whole community.
